Leslie Kaciban

President

Les Kaciban, a 30+ year veteran of Federal Law Enforcement and private security, leads Paragon Protective Services’ national team of over 10,000 security support specialists and other professionals who make up the security, logistics and law enforcement arm of Paragon’s Government services. Prior to joining Paragon, Kaciban served as Deputy Assistant Director of the FBI, where he was responsible for directing the FBI’s international investigative and protective programs, including managing over 2,000 special agents and linguists around the world. During his distinguished career with the FBI, Kaciban also served as the first Director of the FBI’s International Law Enforcement Academy, which has graduated over 7,000 law enforcement officers from 27 countries.

 

Mr. Kaciban holds a Bachelor of Arts degree in Business Administration from the Ohio Wesleyan University and a Master’s degree in Business Administration from the Illinois Benedictine University. He is a Certified Public Accountant.

 

 

Grady Baker

Vice President, Operations

As Vice President of Operations, Grady Baker directs the company’s administrative support programs and vital day-to-day security operations.  His duties include contract oversight management, inventory control and management, technology, supply management, and transition management.  Mr. Baker is an accomplished senior manager who has provided contract security services to over a dozen different Federal Agencies.

 

As a former Vice President of a large Federal security contractor, he brings over 15 years of executive and contract management experience in large-scale defense, security and government services organizations spanning nearly every federal government agency. He holds a Bachelor of Arts from West Virginia University. He is also a NRA-certified Law Enforcement firearms instructor.

 

 

Gordon Fox

Vice President, Operations

In his role, Gordon Fox provides contract oversight and vital day-to-day security operations for over a dozen different Federal Agencies. He provides directions of company administrative support programs, technology implementation, supple and transition management across the country.

 

Mr. Fox retired from the Army after serving 21 years as a Military Policeman. He brings over 16 years of executive and contract management experience to a multitude of Government agencies. He holds a Bachelor of Science degree in Criminal Justice from Jacksonville State University and an Associate’s degree in Law Enforcement from Central Texas College. 

 

 

Steve Van Sciver

Vice President, Operations

Mr. VanSciver maintains oversight and management of Paragon’s Department of Justice portfolio of contracts, as well FPS Mid-Atlantic area contracts.  He assists with the company’s administrative support programs and vital day-to-day security operations.  His duties include contract oversight management, inventory control and management, supply management, and transition management.

 

Prior to joining Paragon in February 2014, Mr. VanSciver held Project Management, Supervisory and Trainer positions for a Federal Contractor. He is a well-respected member of the Law Enforcement Community, Retiring as a Chief of Police after 27 years of dedicated service. He has held additional positions in the Public Sector as a Director of Public Safety and Director of Emergency management for a Municipality in New Jersey.

Jean Dober

Vice President, Corporate Counsel

Jean Dober joins Paragon as Vice President of Labor Relations and Corporate Counsel, bringing over 18 years of commercial in-house legal counsel experience and enhanced business management skills in support of federal contractors in unionized labor industries. Ms. Dober’s responsibilities include managing collective bargaining agreement negotiations, security and firearms licensing, and providing legal and operational guidance to all areas of Paragon’s contract compliance, contracts management, contracts interpretation, business communications, employee relations, hiring, terminations, employee leave, compensation, benefits and safety. Ms. Dober also represents Paragon in response to investigations and audits by the Department of Labor, unfair labor practice charges by the National Labor Relations Board and in grievance arbitrations and federal administrative hearings.


Prior to Paragon, Ms. Dober was Senior Associate General Counsel of Amtrak’s general litigation team for 16 years. Ms. Dober had a leading reputation for handling soup to nuts volume contracting, arbitrations and high stakes business lawsuits in support of the Company’s multi-billion dollar federal contractor operations for infrastructure construction, in all fifty states. Specifically, Ms. Dober focused on issues affecting federally funded projects and the company’s unionized labor force of 20,000+, assessing impacts on labor costing, labor management, labor relations, federal funding, federal projects and union strikes. Ms. Dober was also in private practice at Baker Donelson Bearman Caldwell and Berkowitz, in the Financial Services and Government and Public Policy groups.


Ms. Dober has a Bachelor of Arts from Yale University and a Juris Doctor from Hofstra and is licensed in Connecticut and D.C.

 

 

Toney Davis

Vice President, Training

As Vice President of Training, Toney Davis manages our Department of Criminal Justice Services accredited Paragon Training Academy and the 265 certified, full time and adjunct trainers that support the Academy and the company. Mr. Davis is a well known and respected senior manager who began his career with the company in January of 2015.

 

Prior to joining Paragon, Mr. Davis served the Federal Protective Service Branch Chief, Protective Security Officer Training at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA, where he was responsible for developing and implementing the National Weapons Detection Training Program and a national lesson plan for 15,000 Federal contract security officers posted in 6,000 US Government facilities around the country. Mr. Davis has been an instructor at FLETC since 2000. He is a career long, law enforcement and security training subject matter expert for the US Military, local & Federal law enforcement, and now private sector communities.

 

Mr. Davis holds Bachelor of Arts degrees in Sociology and Criminal Justice, from McNeese State University in LA.
