Board of Directors

Advising our CEO and senior management team in the overall business approach is Paragon’s Board of Directors. Comprised of experienced individuals from the Department of Defense, Federal Cybersecurity, Military and Legislative communities. The Board of Directors also serves as our Proxy Board, which creates an independent operating unit and separate Paragon from its foreign parent shareholder and allows us to leverage for the benefit of our US Government clients the economies of scale of a $9 Billion global corporation, while at the same time precluding the parent organization from any substantive knowledge of Paragon’s work in the cleared or US government environments.

James E. Freeze

MG USA (Ret), Chairman

Major General Freeze is a veteran of over 50 years in the intelligence, security and electronic warfare arena. Freeze rose from Private to Major General during a 33-year Army career.

He subsequently established The Freeze Corporation, a professional services firm that provided intelligence, security and management support to government and corporate clients. In addition to his role with SCIS, General Freeze currently serves as President of two privately held business corporations.

David A. Shull

COL USA (Ret), Chairman Government Security Committee

Colonel Shull spent 44 years serving with the Federal government. That encompassed 28 plus years in the United States Army, from which he retired as a Colonel in the Judge Advocate General’s Corps. He also served over 15 years in the Executive Office of the President, White House Office of National Drug Control Policy.

During his military career, he served at the Department of the Army level, in the Office of the Secretary of Defense, in the Office of the Commander of U.S. Army, Europe, and as the senior legal advisor in numerous major military commands. In the White House Drug Policy Office, he served as the Deputy General Counsel and the Deputy Assistant Director for Management and Administration. In those positions, he provided key advice for international, administrative and acquisitions law and was responsible for physical security, classified document security, personnel, and various administrative functions.

Singleton B. McAllister

Director

Ms. Singleton McAllister has been a leader in government relations and public policy law for over 20 years, having held several senior positions at the national level. Notably, she was senior counsel to the U.S. House of Representatives Committee on the Budget under former Congressman William H. Gray. Ms. McAllister represents companies and trade associations throughout a wide range of industries in government relations matters related to international trade, transportation, energy and healthcare.

Ms. McAllister has been on the Board of Directors of public utility holding company, Alliant Energy since 2001. She has served on the Board of United Rentals, the largest equipment rental company in the world, since 2004. Ms. McAllister also began a gubernatorial appointment as Secretary to the Commonwealth of Virginia State Board of Elections in 2015.

Gary J. Motsek

Director

Mr. Gary James Motsek actively served in the U.S. Army for 27 years with primary duties in logistics, ammunition, nuclear, biological/chemical, and Explosive Ordnance Disposal. Following his military retirement, he continued to serve the Federal Government in the Department of Defense (DoD) for nearly another 15 years. As a senior DoD executive, Mr. Motsek provided valuable leadership in product support, weapon systems development, and acquisition and operational logistics. His work across coalition partner nations in support of program and policy development for performance-based logistics improved reliability at reduced costs providing the U.S. more consistent and capable partners.

Mark Roman

Director

Mr. Mark Roman has more than 20 years of cybersecurity experience in military, industrial and critical infrastructure. Currently Mr. Roman serves as the Executive Director Cyber Technologies at ManTech, as well as an adjunct professor at both St. Joseph’s University (Pennsylvania) and Rowan University (New Jersey). Prior to joining ManTech, Mr. Roman served as a Technical Expert and Senior Engineering Manager for the Department of Navy where he managed a research and development portfolio of cybersecurity technologies as well as fielding those technologies to national defense assets. Mr. Roman is a recognized expert in cyber risk analytics, defensive technologies, and adversarial emulation.
