Paragon Systems, Inc. announces Jack Stem as Senior Vice President, Business Development.
Stem joins Paragon’s leadership team with over 30 years of public and private service in the defense industry. Following his retirement from the U.S. Navy, Stem focused on Federal business development with Department of Defense contractors helping to grow both industry partnerships and service capabilities. “I am very glad to have Jack joining our team. Jack’s wealth of industry knowledge, expertise, and organizational leadership is a strong, complimentary addition,” commented Tony Sabatino, Chief Executive Officer.
The addition of Stem will further shape the robust capture management and business development team Paragon has built in support of enhancing service offerings and integrating capabilities for the Federal government and its contractors.
Stem, a Naval Academy graduate, will be responsible for spearheading the Federal business development strategy, developing teaming arrangements and industry partnerships, as well as driving organizational growth. “Jack has been instrumental in the leadership and success of capture management teams within the Federal sector. We look forward to a continuation of that success,” remarked Sabatino.
Retiring SVP, Rob Rubin, will remain with Paragon as Managing Director supporting business development and growth strategies.
Lisette Chreene joins Paragon Systems, Inc. corporate leadership team with specific responsibilities in talent acquisition, diversity programs, employee development, and strategy.
Joining Paragon following a notable career with affiliate Securitas USA, Lisette will lead human resource organizational efforts across both Paragon and Securitas Critical Infrastructure Services, Inc. Most recently serving as the Vice President, Talent Development, for the entire 100,000 employee Guarding business unit at Securitas USA, Lisette worked to build a robust management training program and enhance the onboarding processes. Prior to that position, Lisette spent nearly a decade as the Vice President, Human Resources for Securitas USA’s Pacific Region. In that role, Lisette led employee engagement, development, and recruitment efforts for an employee base 17,000 strong.
Throughout her career Lisette has earned numerous awards and recognitions, including Training Magazine’s Top Young Trainer and is featured in TD magazine’s August 2020 article An Onboarding Makeover to Match a Hiring Boom.
In her role Lisette will work to expand current recruitment and development programs, as well as enhance the safety and diversity programs currently in place. “Lisette’s proven capability to engage operational leadership in fostering development opportunities, in conjunction with her passion for providing employees a strong workplace culture will be invaluable to Paragon and SCIS,” commented Tony Sabatino, Chief Executive Officer. “We are excited to have her leading our workforce as we remain focused on safeguarding American assets at home and abroad.”

Paragon is investing in the creation of a new Sector offering risk management solutions for its clients. Paragon Risk Management will offer a wide range of solutions including: Risk Advisory, Security Management, Industrial Security, Protection, Emergency Response, and Intelligence. These specialized solutions, combined with existing uniformed security services and technology, provide comprehensive program capabilities for emergency or one-time events and long-term dedicated personnel.
Paragon has hired Jay Jones to lead the new Sector. Most recently serving as the Washington, DC, field office director for Pinkerton Consulting & Investigations, Jay provided specialized risk management services to companies around the world. Prior to his role at Pinkerton, Jay led and supported award-winning global security, emergency management, and business continuity programs for several multinational corporations in the aerospace and defense industries and for the Federal Government.

Securitas Critical Infrastructure Services, Inc. (SCIS) and it’s subsidiary, Paragon Systems, Inc., announce Tony Sabatino as the new Chief Executive Officer, who succeeds the retiring Kevin Sandkuhler.
Sabatino joins SCIS and Paragon after 28 years with Securitas USA (SUSA) where he began his career as a Management Trainee. In 2015, he was promoted to Executive Vice President, North American Division, with responsibilities for strategy, marketing, communications, corporate development, and special projects. He coordinated several acquisitions including the 2016 Diebold Electronic Security purchase, built the Marketing and Communications department for SUSA, developed and led a transformational company-wide security solutions sales campaign, and he has earned a reputation for successfully leading large scale, complex projects. Prior to his role as EVP, Tony served for 12 years as Region President, Pacific Region, SUSA’s largest Region, where he led the Region to consistent and significant growth.
The honor was bestowed upon the company and its Protege AEPS. In his introduction during the award ceremony, Kevin Boshears, Director of the DHS Office of Small and Disadvantaged Business Utilization office repeatedly stressed the value of such partnerships to the effective growth of small businesses.
